Elifelet Compound, Tel Aviv - Outline Development Plan

The outline development plan (TABA) includes a historical compound in the German Colony and Wilhelma neighborhood of Tel Aviv-Jaffa, with boundaries between HaMesila Park and Eilat Street, from the east to Elifelet Street to Shlomo 17 Lane.


The proposed outline includes the conservation of three buildings, additional construction, and high-rise development of up to 40 floors.

The Wilhelma neighborhood was founded in 1869 by the Templar community in Jaffa, adjacent to the historical railway track. Between the railway tracks and today's Eilat Street, the Wilhelma neighborhood was established, featuring residential buildings alongside warehouses and factories, including Baher and Agner, the flour mill, Cafe Lorentz, and adjacent to the train station - Villa Viland and Baher for concrete products.

Within the Outline Development Plan, three buildings are proposed for conservation:

  • Eilat 45 - The Viland family warehouse, a preserved building with strict limitations, including a special note for an additional floor. The building was constructed in 1922 in a eclectic-Jaffa style, with a two-story part and a single-story part with a wide roof terrace.
  • Eilat 41 - Abu Ka'ud House, built in 1925 in a Jaffa style with commercial ground floor and residential upper floors. The building retains its original volume, with the proposed plan preserving this volume and designating the ground floor for commercial use on all sides, including opening a commercial frontage to the northern lane and restoring the western facade.
  • Viland House, located on Aharon Shalosh 17 Lane, a preserved building with strict limitations. Built in 1924 in a Templar-Jaffa style for residential and storage purposes. Historical photographs indicate that the original building included a balcony and a gazebo facing the railway track, which were dismantled in a permit in June 2008 by the construction company.

The proposed plan preserves the building without additions and designates the ground floor for commercial use and mixed-use above.
